Weekly rent estimate for a locality, no address needed (Pro+ tier)

POST/v1/rent/estimate2 credits

Costs 2 credits. Give a suburb/postcode plus attributes (beds, baths, land size, property type) and get back a weekly rent range and confidence. "What would a 3-bed house in this postcode rent for." Synchronous, and it answers from our own data only. With no address the estimate anchors to a locality, so `confidence` is always `"Low"` (see `coordinate_basis`). **Branch on `precision`**, which bands how tight this locality's range is. If there is not enough nearby evidence, the rent figures come back null with a `reason` instead of a guess. Pro+ tier. Plans below Pro get 403 `plan_upgrade_required` and the credits are refunded. Validation errors and temporary service failures are refunded too.
